Creates an online employee misclassification referral system on the Department of Labor website to centralize complaints for the Department of Employment Security, Illinois Workers' Compensation Commission, Department of Revenue, and Department of Labor.

Routes complaints to appropriate agencies based on information provided and shares investigation results with the employer and complainant, while maintaining a record accessible to agencies that regulate or license the employer.

Requires the Department of Labor website to include links for filing complaints with the Internal Revenue Service and Social Security Administration, and mandates all relevant agencies display information about the referral system on their websites.

Prohibits anonymous and third-party complaints through the referral system; agencies receiving misclassification complaints must direct individuals to use the system or file complaints on their behalf.

Amends the Home Health, Home Services, and Home Nursing Agency Licensing Act to allow denial of licenses based on final determinations of employee misclassification violations under the Unemployment Insurance Act or Workers' Compensation Act after exhaustion of appeals.
