Requires the Department of Natural Resources to develop a management plan before opening a hunting season for any animal listed as endangered or threatened within the past 15 years.

Management plan must include population growth goals, regional hunting impact analysis, biological vulnerability indicators with provisions to suspend seasons in affected areas, and scientific data review.

Mandates an emergency plan to cancel hunting seasons if conflicts arise with the management plan, staffing constraints, enforcement capacity, or new scientific findings warrant closure.

Requires the Department to consult with the Illinois Natural History Survey and Endangered Species Protection Board, with plans available for at least 30 days of public comment.

Prohibits hunting any animal added to the hunting season list on or after January 1, 2017, until a management plan is developed, and requires permit fees set at or near the animal's market value to fully fund monitoring and enforcement.
