SB1987 Summary

• Amends the State Police Act to require the Department of State Police to comply with the Health Care Violence Prevention Act and provide appropriate training to officers concerning this act.

• Modifies the Health Care Violence Prevention Act to add Department of State Police training as an acceptable form of custodial escort training for high-risk committed persons receiving medical care outside their institution.

• Requires institutions or facilities to notify hospitals or medical facilities in advance when a committed person will receive medical treatment there and disclose significant medical, mental health, violent behavior, or safety concerns.

• Mandates that at least one guard trained in custodial escort accompany committed persons receiving medical care outside their institution, with guards trained through Department of Corrections, Department of Juvenile Justice, Department of State Police, or equivalent law enforcement training.

• Prohibits use of leg irons, shackles, or waist shackles on pregnant female prisoners in labor and requires restraints not impede medical treatment; allows security restraints only when necessary to prevent harm, address disruptive behavior history, or mitigate flight risk.
