Reduces the state sales tax rate on female and male condoms from 6.25% to 1%.

Net revenue collected from the 1% tax on condom sales shall be deposited into the State and Local Sales Tax Reform Fund.

Makes conforming changes to the Use Tax Act, Service Occupation Tax Act, and Service Occupation Use Tax Act to align with the reduced condom tax rate.

Adds female and male condoms to the list of items taxed at reduced rates, alongside food for human consumption, prescription and nonprescription medicines, and medical devices.
