Creates the Public Duty Rule Codification Act to codify a legal doctrine abolished by the Illinois Supreme Court in January 2016.

Establishes that local governmental entities and their employees owe no duty of care to individual members of the general public to provide governmental services.

Based on legislative findings that the public duty rule is grounded in the principle that local governments' duty to preserve community well-being is owed to the public at large rather than to specific individuals.
