Amends the Nursing Home Care Act to allow written agreements between residents and their representatives to include authorization for the representative to manage Medicaid long-term care benefits, including banking records, redeterminations, appeals, and legal challenges.

Permits residents to choose an alternative individual or entity to perform Medicaid benefit management functions through a separate written agreement if they prefer not to use their primary representative.

Specifies that any authorization granted to a representative for Medicaid benefit management shall remain in effect and not be terminated or diminished by the resident's death.

Takes effect immediately upon becoming law.
