Allows counties and municipalities to impose administrative fees on vehicle owners for impoundment, towing, and storage related to specified traffic and criminal violations.

Establishes storage charge rates: $20/day for first 5 days and $35/day thereafter for standard vehicles; $60/day for first 5 days and $100/day thereafter for vehicles weighing 8,000+ pounds; does not apply to municipalities with over 1,000,000 residents.

Requires notification by certified mail to vehicle owners and lienholders within 5 calendar days of towing, and mandates municipalities access title records within 3 days to identify all parties; allows assessment of $5 fee per vehicle towed for administrative costs.

Permits lienholders and lessors to take possession of impounded vehicles while deferring administrative fees, subject to submission of title documentation, proof of default, indemnification agreement, and agreement to pay fees from repossession sale surplus.

Requires administrative hearings conducted by attorneys licensed in Illinois for minimum 3 years, with written decisions within 45 days, and waives administrative fees if hearing officer overturns the impoundment.
