• Expands the Real Estate Administration and Disciplinary Board from 9 to 15 members, adding representatives from education providers, trade organizations, and higher education institutions, and imposes 12-year term limits on all members.

• Replaces separate pre-license and continuing education school licenses with a unified "education provider" license system and establishes online course approval mechanisms that must approve or deny courses within 3 days.

• Increases leasing agent pre-license education from 15 to 20 hours, reduces temporary leasing agent permit from 120 to 90 days, and prohibits individuals from using the temporary permit more than once in their lifetime.

• Revises continuing education requirements by establishing a single core curriculum for brokers and managing brokers with specific subjects (advertising, agency, disclosures, escrow, fair housing, leasing agent management, license law) and allows 4 hours per 2-year renewal period for core curriculum.

• Adds disciplinary grounds for permitting leasing agents to engage in broker-level activities and for aiding violation of the temporary leasing agent permit one-time use restriction.
