Renames Section 11 of the Private Employment Agency Act to Section 1.1 and updates definitions to use modern terminology, including changing "employment counsellor" to "employment counselor" throughout the Act.

Removes requirement that the Department investigate the fitness of employment agency premises as part of license application review.

Updates Section 5 to remove outdated reference to telegraph communications and change "thru" to "through" in refund provisions.

Repeals Section 13 of the Private Employment Agency Act.

Makes technical corrections to statutory language for clarity and removes archaic phrasing while preserving all substantive licensing, fee, and employment counselor requirements.
