• Creates the Local Unfunded Mandate Exemption Act allowing units of local government, school districts, and public colleges and universities to exempt themselves from unfunded mandates by three-fifths governing body vote if economically infeasible to comply.

• Requires exemption resolutions or ordinances to estimate compliance costs, explain economic infeasibility, provide supporting documentation, and certify the exemption is not prohibited.

• Prohibits exemptions from federally required mandates, health and public safety mandates, civil rights mandates, and instructional mandates for school districts.

• Mandates public hearings with at least 7 days' notice in local newspapers and websites before exemptions can take effect, and requires notification to the Governor and General Assembly within 10 business days.

• Allows State Agency Directors to appeal exemptions to the Joint Committee on Administrative Rules within 45 days if they determine compliance is economically feasible, with final review authority granted to the Governor.
