IL SB2076

Amends the Firearm Owners Identification Card Act to expand state preemption over rifle and shotgun regulations (replacing previous "assault weapons" language).

Declares that regulation of possession or ownership of any rifle or shotgun are exclusive powers of the State, invalidating any local ordinances or regulations that conflict with state law.

Removes the previous 10-day grace period that allowed municipalities to enact or amend assault weapons ordinances on or before July 9, 2013, making all such local regulations now invalid.

Maintains existing state preemption over handgun regulation, licensing, possession, registration, and firearm transportation for valid Firearm Owner's Identification Card holders.

Takes effect immediately upon becoming law.
