IL SB2091

Prohibits Illinois state agencies from entering into contracts subject to the Illinois Procurement Code with any business that contracts with the federal government to build a wall along the Mexico-United States border.

Requires the Illinois Investment Policy Board to identify companies that contract to build a border wall and include them on a list of restricted companies distributed to each retirement system and the Illinois State Board of Investment by May 1, 2017.

Directs retirement systems to divest direct holdings in border wall contractor companies within 12 months of the company's appearance on the restricted companies list and prohibits acquiring new securities from these companies.

Establishes procedures for the Illinois Investment Policy Board to identify restricted companies through publicly available information, asset manager contacts, engagement with other institutional investors, and independent research firms.

Takes effect immediately upon becoming law.
