Appropriates $4,969,000 from the General Revenue Fund to the Office of the Governor for operational expenses for the fiscal year ending June 30, 2018.

Appropriates $100,000 from the Governor's Grant Fund to the Office of the Governor to be expended according to the terms and conditions upon which such funds were received.

Defines "operational expenses" to include personal services, Social Security contributions, group insurance, contractual services, travel, commodities, printing, equipment, electronic data processing, telecommunications, vehicle operation, refunds, employee retirement contributions, permanent improvements, and deposits to other funds.

Takes effect July 1, 2017, only if Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act) becomes law.
