Appropriates $966,325,200 for the Illinois Department on Aging for fiscal year beginning July 1, 2017, consisting of $875,756,700 in General Funds, $4,745,000 in Other State Funds, and $85,823,500 in Federal Funds.

Allocates funds for agency operations including personal services ($4,509,600), contractual services ($2,339,500), electronic data processing ($3,721,100), and other administrative expenses.

Provides $799,000,000 for community care grants and administrative expenses, including $271,522,000 for the Community Care Program and $34,900,000 for implementation of the Colbert Consent Decree.

Distributes $76,700,000 in grants-in-aid for programs including congregate meals ($18,000,000), home delivered meals ($14,000,000), Title III social services ($22,000,000), and Title V employment services ($4,000,000).

Takes effect July 1, 2017, contingent upon Senate Bill 2063 (the Unbalanced Budget Response Act) becoming law.
