Appropriates $5,289,528,100 total to the Department of Central Management Services for fiscal year beginning July 1, 2017, consisting of $1,545,193,500 from General Revenue Fund and $3,744,334,600 from Other State Funds.

Allocates $114,000,000 for ordinary and contingent expenses and $6,000,000 for Bureau of Administrative Hearings operating expenses from General Revenue Fund.

Appropriates $1,415,000,000 for group insurance from General Revenue Fund and $3,011,000,000 for health care coverage from Health Insurance Reserve Fund under the State Employees Group Insurance Act of 1971.

Funds workers' compensation administrative costs and claims at $140,891,000 from Workers' Compensation Revolving Fund and provides $1,600,000 for State Employees' Deferred Compensation Plan administration.

Act takes effect July 1, 2017, contingent upon Senate Bill 2063 (Unbalanced Budget Response Act) becoming law.
