Appropriates $1,180,122,300 total to the Department of Children and Family Services for fiscal year beginning July 1, 2017, comprising $765,852,800 in General Funds, $403,275,500 in Other State Funds, and $10,994,000 in Federal Funds

Allocates $265,924,400 from General Revenue Fund for entire agency operations including personal services ($203,772,600), contractual services ($24,395,300), travel ($6,550,900), and electronic data processing ($10,263,400)

Provides $806,528,200 in grants-in-aid for regional offices covering foster care ($342,202,100), institution and group home care ($203,978,500), adoption and guardianship services ($167,270,100), and family preservation services ($27,241,800)

Allocates funding for central administration programs ($30,423,600), child welfare initiatives ($9,300,000), child protection projects ($9,695,000), and clinical services training ($10,237,000)

Takes effect July 1, 2017, only if Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act) becomes law
