Appropriates $6,504,821,400 in total funds to the Department of Human Services for fiscal year beginning July 1, 2017, comprising $3,954,768,400 in General Funds, $771,775,100 in Other State Funds, and $1,778,277,900 in Federal Funds

Funds personal services ($353,409,800), Social Security contributions ($27,451,800), and multiple grant-in-aid programs including temporary assistance for needy families ($143,771,200), child care services ($548,264,200), and refugee services ($1,126,700)

Allocates substantial amounts for developmental disabilities community services ($1,170,113,200 from General Revenue Fund), mental health programs ($136,488,100), home services program ($634,183,600), and addiction treatment services ($51,865,800)

Appropriates funds for specialized programs including disability determination services ($85,020,600), rehabilitation services ($92,054,300), sexually violent persons program ($22,981,400), and early intervention services ($180,000,000)

Includes $80,000,000 for electronic data processing and $34,500,000 for enterprise resource planning program, with Department authorization to reapportion up to 10% of certain appropriations with Governor consent
