Appropriates $21,939,451,100 total to the Department of Healthcare and Family Services for fiscal year beginning July 1, 2017, comprised of $7,133,557,800 in General Funds, $14,505,893,300 in Other State Funds, and $300,000,000 in Federal Funds.

Allocates funds across multiple program areas including Program Administration ($102,399,900), Child Support Services ($192,788,600), Medical Assistance ($6,366,932,700 from General Revenue Fund), Long-Term Care Services ($550,000,000), and Hospital/Provider payments ($3,100,000,000+).

Establishes funding for specialized programs including the Illinois Poison Center ($3,000,000), electronic health records incentives ($100,000,000), and trauma center adjustments ($12,000,000).

Includes appropriations from multiple dedicated funds including Drug Rebate Fund ($980,000,000), Healthcare Provider Relief Fund, County Provider Trust Fund, and specialized trust funds for medical purposes and long-term care rebalancing.
