Appropriates $570,517,700 total to the Illinois Department of Public Health for fiscal year ending June 30, 2018, comprised of $115,341,200 in General Funds, $164,047,300 in Other State Funds, and $291,129,200 in Federal Funds

Allocates funds across multiple offices including Health Protection ($22,255,600), Health Care Regulation ($51,813,100), Women's Health ($20,750,000), and Public Health Laboratories ($25,248,400)

Provides substantial funding for disease prevention and public health initiatives including AIDS/HIV services ($63,000,000), lead poisoning screening and abatement ($6,997,100), and emergency preparedness ($92,200,000)

Establishes funding for maternal and child health programs ($20,750,000), cancer research and screening programs, and various health facility regulation and licensing activities

Takes effect July 1, 2017, only if Senate Bill 2063 (the Unbalanced Budget Response Act) becomes law
