Appropriates $898,225,300 total to the Illinois Department of Revenue for fiscal year 2017-2018, comprised of $100,864,300 from General Funds, $797,111,000 from Other State Funds, and $250,000 from Federal Funds

Allocates $305,100,000 to local governments and $99,000,000 to Chicago for 1.25% Use Tax distributions, plus $65,000,000 for local government video gaming tax allocation

Funds county officials including $13,875,000 for state's attorneys and assistant state's attorneys salaries, $7,200,000 for public defenders, and various compensation for county treasurers, assessors, sheriffs, and coroners

Appropriates $55,000,000 from Illinois Affordable Housing Trust Fund for down payment assistance, rental subsidies, and affordable housing development grants administered by Illinois Housing Development Authority

Act takes effect July 1, 2017, contingent on Senate Bill 2063 (Unbalanced Budget Response Act) becoming law
