Appropriates $594,081,100 total for the Illinois Department of State Police for fiscal year beginning July 1, 2017, consisting of $277,971,100 in General Funds, $296,110,000 in Other State Funds, and $20,000,000 in Federal Funds

Allocates funds across four divisions: Administration ($37.4 million), Operations ($187.9 million), Forensic Services and Identification ($49.1 million), and Internal Investigation ($2.8 million), plus additional appropriations from specialized funds

Includes $20 million for vehicle purchases from the State Police Vehicle Fund and $140 million from the Statewide 9-1-1 Fund for emergency telephone system costs

Appropriates specific amounts for specialized programs including fingerprint services ($20 million), firearm licensing ($28.25 million total), sex offender registration ($350,000), and drug enforcement grants ($500,000)

Takes effect July 1, 2017, only if Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act) becomes law
