Appropriates $152,809,500 total funding to the Department of Veterans' Affairs for fiscal year beginning July 1, 2017, comprising $73,466,900 in General Funds, $77,639,300 in Other State Funds, and $1,703,300 in Federal Funds.

Funds five Illinois Veterans' Homes (Anna, Quincy, LaSalle, Manteno, and Chicago) with allocations ranging from approximately $7 million to $31 million per facility for operations, personnel, and capital improvements.

Appropriates $250,000 for the Illinois Warrior Assistance Program, $4,000,000 from the Illinois Veterans Assistance Fund for services related to PTSD, homelessness, health insurance, disability benefits, and long-term care, and $4,430,900 for the Illinois Veterans' Home at Chicago.

Provides funding for veterans' field services ($5,690,900), grants-in-aid for bonus payments and educational opportunities ($248,000), and specialized housing for veterans ($223,000).

Takes effect July 1, 2017, contingent upon Senate Bill 2063 (the Unbalanced Budget Response Act) becoming law.
