Appropriates $364,235,500 total ($282,011,900 from Other State Funds and $82,223,600 from Federal Funds) for the Illinois Environmental Protection Agency's ordinary and contingent expenses for fiscal year beginning July 1, 2017

Funds major divisions including Administration ($2,135,700), Air Pollution Control ($41,695,100), Land Pollution Control ($20,220,500), Underground Storage Tank Program ($51,253,500), Hazardous Waste ($9,092,800), and Bureau of Water ($83,729,200)

Appropriates substantial amounts for laboratory services ($1,455,700 from Clean Water Fund), environmental remediation programs ($45,100,000-$10,500,000 for underground storage tank and hazardous waste site cleanup), and water quality programs ($59,885,000 for water revolving loan programs)

Includes $10,000,000 for Volkswagen emissions mitigation actions and $30,000,000 deposit into Vehicle Inspection Fund from Motor Fuel Tax Fund

Takes effect July 1, 2017, only if Senate Bill 2063 (Unbalanced Budget Response Act) becomes law
