Appropriates $6,320,400 from the Horse Racing Fund to the Illinois Racing Board for ordinary and contingent expenses for fiscal year beginning July 1, 2017

Allocates funds for personal services ($1,125,400), state employee retirement contributions ($607,900), Social Security ($86,100), and group insurance ($300,000)

Provides $1,104,000 for Laboratory Program expenses and $2,487,600 for Regulation and Promotion of Racing Program expenses

Includes $265,000 distribution to local governments for admissions tax revenue

Takes effect July 1, 2017, only if Senate Bill 2063 (the Unbalanced Budget Response Act) becomes law
