Appropriates $2,743,800 from the General Revenue Fund to the Board of Higher Education for ordinary and contingent expenses for fiscal year ending June 30, 2018, including personal services, contractual services, travel, and equipment.

Appropriates $315,000 for P4 20 Longitudinal Education Data System Act administration and $203,700 for u.Select System costs.

Appropriates $60,088,800 from the Education Assistance Fund to the Board of Higher Education for distribution as performance-based grants to public universities.

Appropriates $18,030,800 from the Education Assistance Fund and $3,550,000 from the IMSA Income Fund to the Illinois Mathematics and Science Academy for ordinary and contingent expenses.

Takes effect July 1, 2017, only if Senate Bill 2063 (the Unbalanced Budget Response Act) of the 100th General Assembly becomes law.
