Appropriates $20,452,800 from the Education Assistance Fund to the Board of Trustees of Governors State University for operational expenses for the fiscal year ending June 30, 2018

Defines "operational expenses" to include personal services, Social Security contributions, group insurance, contractual services, travel, commodities, printing, equipment, electronic data processing, telecommunications, automotive operations, refunds, employee retirement contributions, permanent improvements, and deposits to other funds

Takes effect July 1, 2017, only if Senate Bill 2063 (the Unbalanced Budget Response Act) of the 100th General Assembly becomes law
