Appropriates $31,364,000 from the Education Assistance Fund to the Board of Trustees of Northeastern Illinois University for operational expenses for the fiscal year ending June 30, 2018.

Defines "operational expenses" to include personal services, social security contributions, group insurance, contractual services, travel, commodities, printing, equipment, electronic data processing, telecommunications, vehicle operation, refunds, employee retirement contributions, permanent improvements, and deposits to other funds.

Takes effect July 1, 2017, contingent upon Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act) becoming law.
