Appropriates $43,728,400 from the Education Assistance Fund to the Board of Trustees of Western Illinois University for operational expenses for the fiscal year ending June 30, 2018.

Appropriates $20,000 from the State College and University Trust Fund to Western Illinois University for scholarship grant awards from the sale of collegiate license plates.

Defines "operational expenses" to include personal services, Social Security contributions, group insurances, contractual services, travel, commodities, printing, equipment, electronic data processing, telecommunications, automotive equipment operation, refunds, employee retirement contributions, permanent improvements, and deposits to other funds.

Takes effect July 1, 2017, contingent upon Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act) becoming law.
