Appropriates $363,003,600 total for the Illinois Community College Board for fiscal year beginning July 1, 2017, consisting of $236,178,600 in General Funds, $83,825,000 in Other State Funds, and $43,000,000 in Federal Funds.

Allocates $1,982,500 from General Revenue Fund for ICCB administrative operations including personal services, contractual services, equipment, and technology.

Funds adult education and literacy activities at $55,524,000, career and technical education at $36,069,400, and grants to City Colleges of Chicago at $11,697,900.

Distributes $221,713,000 to qualifying public community colleges through base operating grants and equalization grants from the Personal Property Tax Replacement Fund and Education Assistance Fund.

Takes effect July 1, 2017, contingent upon Senate Bill 2063 (Unbalanced Budget Response Act) becoming law.
