SB2189 - Medicaid Smart Card Pilot Program Act

• Directs the Director of the Department of Healthcare and Family Services to establish a Medicaid Smart Card Pilot Program to reduce expenditures under the State's Medical Assistance Program by reducing average monthly health care costs per recipient.

• Requires distribution of Medicaid Smart Cards containing personal health information to designated recipients, with minimum activities including recipient authentication at point of transaction, provider authentication, and identity/information protection measures.

• Authorizes the Department to implement optional program features such as secure Internet-based systems for tracking transactions, electronic prescribing and health record integration, quick-pay incentives for providers, and fingerprint scanning technology.

• Mandates annual evaluations assessing cost savings, impact on health care costs, variations by provider type and geographic area, and recipient satisfaction, with annual reports to the Governor and General Assembly.

• Requires the pilot program to terminate 2 years after the effective date unless extended by the Director, with extension only permitted if the program achieves its cost-reduction objective.
