Establishes the Mass Transportation Safety Act to protect the health and safety of mass transportation employees, transit passengers, motor vehicle operators, and pedestrians

Requires mass transportation carriers to provide employees operating commercial motor vehicles at least 10 minutes of rest for every 4 hours (or major part thereof) worked without deducting pay

Defines "mass transportation" as public rail, bus, or other conveyance available to the general public on a regular and continuing basis, including transportation for elderly persons and persons with disabilities

Allows employers and employees to establish different rest period requirements through collective bargaining agreements
