• Establishes Illinois Workers' Rights and Worker Safety Act requiring state agencies to maintain labor and safety standards at least as stringent as federal law standards existing on January 19, 2017, and prohibits weakening existing protections without state legislative authorization.

• Amends Environmental Protection Act to exempt sources from greenhouse gas permitting requirements if not subject to federal regulation under 40 CFR 52.21, and removes provisions tying state greenhouse gas permitting to potential changes in federal law.

• Creates Title XVIII of the Environmental Protection Act establishing baseline protections for air quality, water quality, and endangered species based on federal law standards as they existed on January 19, 2017, preventing Illinois agencies from adopting weaker standards.

• Requires state agencies to maintain air quality standards, water supply standards, drinking water standards, and endangered species protections at least as stringent as federal baseline standards, with authority to adopt more stringent requirements.

• Mandates annual reporting by state agencies on compliance efforts and provides for automatic repeal of worker safety and environmental protection provisions three years after enactment unless reauthorized by the General Assembly.
