Authorizes the Secretary of State to issue special Operation Desert Shield/Desert Storm license plates to Illinois residents who earned the Southwest Asia Service Medal from the U.S. Armed Forces.

Plates may be affixed only to passenger vehicles of the first division, motorcycles, or motor vehicles of the second division weighing no more than 8,000 pounds.

Plate design, color, and format are at the Secretary's discretion, and applicants must provide appropriate documentation and pay the required registration fee.

Allows plates to be issued as vanity or personalized plates at the Secretary's discretion and are not required to include the "Land of Lincoln" designation.

Takes effect upon becoming law.
