SB2241 Summary: No Taxpayer Funding for Abortion Act

• Prohibits the State and its subdivisions from using taxpayer funds to pay for abortions, cover health plans that include abortion coverage, or refer for abortions, except when necessary to preserve the pregnant woman's life as certified by a physician.

• Excludes elective abortion coverage from state employee health benefits and medical assistance programs under existing Acts, with the same life-preservation exception.

• Bars physicians convicted of performing abortion procedures in a "willful and wanton manner" on non-pregnant women from participating in the State's Medical Assistance Program.

• Requires written physician statements accompanying any claim for reimbursement for abortions, induced miscarriages, or premature births in the medical assistance program.

• Permits the Department of Human Services to grant funds only to nonprofits that do not use those grants to refer, counsel for, or perform abortions, and preempts home rule authority over abortion funding restrictions.
