Permits employees to use personal sick leave benefits for leave entitled under the Victims' Economic Security and Safety Act, on the same terms as using sick leave for their own illness or injury.

Allows employers to limit sick leave use for Victims' Economic Security and Safety Act leave to an amount not less than 6 months of accrued sick leave at the employee's current rate, or half the maximum annual grant for employers using years-of-service-based benefits.

Clarifies that the Employee Sick Leave Act does not limit or extend leave periods under the Victims' Economic Security and Safety Act, whether or not the employee receives sick leave compensation during that leave.

Takes effect immediately upon becoming law.
