Requires all state officials, members, and employees to complete annual sexual harassment training beginning in 2017, with initial training within 30 days of taking office or employment.

Defines "sexual harassment" to include unwelcome sexual advances, requests for sexual favors, and verbal, visual, or physical conduct of a sexual nature, regardless of communication method or gender of parties involved.

Authorizes the Legislative Ethics Commission to make rulings, issue recommendations, and impose administrative fines for sexual harassment findings, and requires the Legislative Inspector General to receive and investigate sexual harassment allegations.

Requires ethics officers to provide guidance to employees on registering sexual harassment complaints with the Legislative Inspector General and establishes procedures protecting complainants from retaliation.

Mandates that registered lobbyists complete sexual harassment training within 30 days of registration or renewal, with the Secretary of State receiving and investigating sexual harassment allegations related to lobbying activities.
