IL SB2263

Removes provisions allowing General Assembly members to serve on the Legislative Ethics Commission; commissioners must now be appointed from the general public with governmental experience.

Establishes ineligibility criteria for commissioners including: felony or dishonesty convictions, lobbyist activities within preceding 10 years, relations to appointing authority, state employment within preceding 10 years, or holding partisan elected office.

Prohibits commissioners and employees from becoming candidates for office, holding other elected positions, being actively involved in political committees or campaigns, or advocating for appointment of others to office.

Maintains the 8-commissioner structure appointed by Senate President, Senate Minority Leader, House Speaker, and House Minority Leader (2 each), with 4-year terms and quorum of 5 required for official action.

Takes effect immediately upon becoming law.
