IL SB2265

Expands the Law Enforcement Agencies Data System (LEADS) to include missing persons with developmental or intellectual disabilities and requires statewide or regional alerts based on age and suspected circumstances of disappearance.

Requires the Department of State Police to develop and implement a community outreach program in coordination with the Illinois Department of Human Services to promote awareness of the Endangered Missing Person Advisory among developmental disability facilities.

Establishes criteria for designating a person as "high-risk missing person," including individuals with developmental or intellectual disabilities, dementia-like symptoms, or those under medical care who are mentally impaired.

Mandates that law enforcement agencies immediately determine whether a missing person meets high-risk criteria and immediately enter all information into LEADS and National Crime Information Center (NCIC) databases without waiting periods.

Requires the Department of State Police to maintain historic data repositories of missing persons cases, including those involving individuals with developmental or intellectual disabilities, to improve law enforcement response techniques.
