IL SB2270

Amends the Humane Care for Animals Act to prohibit owners of dogs or cats from exposing companion animals in extreme heat or cold conditions that place them in life-threatening situations for prolonged periods, resulting in injury, death, hypothermia, hyperthermia, frostbite, or similar veterinary-diagnosed conditions.

Authorizes law enforcement officers to take temporary custody of dogs or cats exposed to life-threatening extreme weather conditions and requires officers to attempt contacting the owner, seek emergency veterinary care, and leave location information if the owner cannot be reached.

Makes the owner financially responsible for all costs of care provided to the animal taken into temporary custody by law enforcement.

Establishes penalties of Class A misdemeanor for first violations and Class 4 felony for second or subsequent violations, with additional $250 fines and minimum 100 hours community service for violations against companion animals in the presence of children.

Requires courts to order psychological or psychiatric evaluation and treatment for convicted juveniles and companion animal hoarders, and permits courts to order such evaluation and treatment for other convicted persons at their expense.
