• Amends the Humane Care for Animals Act to provide immunity from criminal charges for criminal damage to property and criminal trespass to vehicles when a person forcibly enters a locked vehicle to remove an animal.

• Provides immunity from civil liability for property damage if the person determines the vehicle is locked, has a reasonable belief the animal is in imminent danger, and uses no more force than necessary.

• Requires the person to make a good faith effort to contact 9-1-1, law enforcement, or fire department before or immediately after entering the vehicle.

• Requires placement of a notice on the vehicle's windshield with the person's contact information, reason for entry, animal location, and notification of authorities, and requires remaining with the animal until responders arrive.

• Eliminates immunity if the person's actions constitute recklessness or willful or wanton misconduct, or if the person attempts additional aid to the animal beyond removal.
