Amends the Missing Persons Identification Act to add veterans and active duty military members with service-related physical or mental health conditions to the definition of high-risk missing persons.

Requires law enforcement agencies to immediately assess whether a missing person report meets high-risk criteria upon initial receipt and reassess if new information becomes available.

Mandates local law enforcement agencies immediately enter missing person information into LEADS and NCIC databases, with DNA profiles uploaded to SDIS and NDIS after analysis completion.

Requires the Department of State Police to notify all law enforcement agencies within Illinois and surrounding regions about high-risk missing persons to aid in prompt location and safe return.

Encourages law enforcement agencies to establish written protocols for handling missing person cases and authorizes use of Amber Alerts for abducted children and Endangered Missing Person Advisories for appropriate high-risk cases.
