Amends the Animal Welfare Act to restrict retail sales of dogs, cats, and rabbits by pet shops in Will County and DuPage County to animals sourced from government-operated facilities, shelters, pounds, or qualified not-for-profit animal rescue organizations.

Pet shop operators in Will County and DuPage County cannot sell dogs, cats, or rabbits younger than 8 weeks old and must maintain records documenting the source of each animal for at least one year.

Requires pet shop operators to post signs on animal cages identifying the public animal control facility, shelter, or not-for-profit organization from which each animal was obtained.

Establishes a civil penalty of $500 per violation, with each animal offered for sale in violation constituting a separate violation.

Allows municipalities and counties in Will County and DuPage County to adopt more protective animal welfare requirements and permits home rule units to exempt themselves from these provisions by filing an ordinance with the Secretary of State.
