IL SB2281

Establishes an Entrepreneur Learner's Permit pilot program administered by the Department of Commerce and Economic Opportunity for 3 fiscal years, subject to appropriation of State funds.

Provides reimbursements to beginning entrepreneurs for State filing, permitting, and licensing fees associated with forming new businesses in Illinois.

Applicants must apply within one year after business formation and may apply no more than 3 times; Department must prioritize applications from female and minority persons.

Limits aggregate annual reimbursements to $500,000 per State fiscal year.

Requires Department to submit a report by February 1 of the final program year to Governor and General Assembly evaluating program effectiveness, business formation, employment, economic impact, and recommending whether to continue the program.
