Permits currently employed and retired State correctional officers to carry concealed firearms off-duty without violating weapons laws if they meet training requirements set by the Illinois Law Enforcement Training Standards Board and obtain a valid Firearm Owner's Identification Card.

Permits currently employed and retired county correctional officers to carry concealed firearms off-duty under the same conditions as State correctional officers, with annual requalification at State ranges and firearm registration with State Police and local agencies.

Requires officers to purchase firearms at their own expense and prohibits carrying State-issued or county-issued firearms while off-duty, with violations subject to disciplinary action.

Officers discharged for cause lose all law enforcement rights permanently unless later re-employed by their respective department or agency.

Eliminates Olympic and Paralympic athlete exemption from weapons statutes that was limited to the 2016 Games.
