IL SB2290

Creates criminal and civil immunity for persons who forcibly enter a locked vehicle to provide emergency assistance to someone in imminent danger of death or serious bodily injury.

Requires the person rendering assistance to contact law enforcement or 911 before entering the vehicle, attempt to contact the person in danger, make reasonable efforts to locate the vehicle owner, and use only necessary force.

Exempts law enforcement vehicles from the immunity provision and requires the assistant to remain at the scene until first responders arrive, unless leaving is necessary.

If the assistant must leave before responders arrive, they must place a notice on the windshield with their contact information and the location where they took the endangered person, and notify law enforcement or 911 of their departure.
