• Limits immunity to situations where the vehicle was confirmed locked, only necessary force was used, the rescuer remained with the animal until emergency responders arrived, and left contact information on the windshield if departing before the vehicle owner returned.

• Provides identical criminal and civil immunity protections for forcibly entering a locked vehicle to rescue a child in imminent danger of bodily harm, with the same procedural requirements.

• Takes effect immediately upon becoming law.
