Amends the Firearm Owners Identification Card Act to allow municipalities to regulate the possession and ownership of assault weapons as an exclusive local power.

Eliminates the state preemption provision that previously made assault weapons regulation an exclusive state function.

Defines "assault weapons" as firearms designated by make or model, or by cosmetic features that would qualify them as assault weapons under a municipality's ordinance.

Maintains state preemption over handgun regulation, licensing, possession, and registration, which remain exclusive state powers.

Declares the section as a denial and limitation of home rule powers under the Illinois Constitution.
