Amends the Riverboat Gambling Act to authorize the Illinois Gaming Board to issue one new owners license for riverboat gambling in the unincorporated area of Williamson County adjacent to the Big Muddy River.

Applicants for the Williamson County license must pay a non-refundable application fee of $100,000 and a non-refundable background investigation fee of $50,000.

The license fee is $100,000 plus a minimum initial fee of $17,500 per gaming position, with a maximum of 1,200 gaming positions; licensee must make a reconciliation payment 3 years after beginning operations.

The Williamson County licensee is excluded from provisions allowing other riverboat licensees to own up to 2 riverboats and must go through a competitive bidding process; county board approval and certification of agreements on permanent/temporary locations and revenue sharing are required.

Effective January 1, 2019.
