Illinois Gaming Board must establish a policy and standards for compliance operations to investigate licensed gaming establishments for permitting minors under 21 to use video gaming terminals or furnishing alcohol to underage individuals.

Compliance operations policy shall be modeled after alcohol and tobacco compliance check guidelines used by local law enforcement.

Policy must include compliance check priorities based on police reports and citizen complaints, use of underage individuals with appropriate appearance as decoys under Board investigator direction, limitations on checks during peak business hours, and reasonable timeframes for violations to occur.

Licensed establishments found in compliance with the Video Gaming Act through enforcement action must receive written notification from the Board within 30 days confirming no violation was found.

Act takes effect immediately upon becoming law.
