Requires the Board to provide written notice of alleged violations of Section 40 of the Video Gaming Act to affected licensed establishments within 15 days of the alleged violation.

Amends Section 58 to specify that video gaming terminals in licensed establishments, fraternal establishments, and veterans establishments must be located in areas restricted to persons over 21 years of age with entrance within view of an employee over 21.

Establishes alternative requirements for video gaming terminals in licensed truck stop establishments: either in a restricted area under employee supervision or monitored through closed circuit television viewable by an employee over 21.

Requires the Board to establish compliance operation policies and standards to investigate whether establishments are permitting minors to use video gaming terminals or furnishing alcohol to persons under 21 years of age.

Mandates the Board adopt compliance policies and standards through emergency rulemaking within 90 days of enactment, followed by permanent rulemaking, modeled after existing alcohol and tobacco compliance check guidelines.
